Now transfer that logic to politicians at the top of the ministry. In a democracy a government comes to office by selling an ideology and at of doing business that has impact at the ministry level of priorities and strategies etc; the politicians are placed there to restructure the ministries and manage the process of implementing the ideology, the same way your business analysts, are the interface between coding and profit, the politicians are the interface between technical work of ministries and political ideology. That is why a president is allowed the space to fire the political team and hire new ones who will best articulate and actualize the political ideology (in a crude way that is what Gachagua was referring to as shareholders).

Management logic, management logic. Policy trickles from top to bottom. Mama Miradi is the one communicating policy to the technocrats. Let me explain further. The government has a bottom up policy. The political appointees communicate this policy to the technocrats and instructs them to design products, structures and objectives etc that reflect and ensure this happens. The technocrats formulate plans that achieve this. Anything that requires changes in law and addition to the budget is reported to the political appointees who presents it to the cabinet for the AG to design a bill to be presented to parliament by Leader of Majority; and for budgetary adjustments, cabinet may agree that the ministry include the addition in the next budget or authorize special funds from treasury be given to the ministry for the changes to take place.
