Devolve the funds not the leaders. Otherwise 1/3 of it will go to them rather than the people. The other 1/3 will go to recurrent expenses to maintain them. That leaves 1/3 for development which they will eat from the people.
Pick at most 15 counties that are ran by an adhoc elected committee of 10 people in each county, all based in one office to minimize expenses. Their work is to match people’s local needs/ambition with the budget at hand.

Nimekupata. Kumbe counties zimekuwa nyingi sana. sasa sisi huku tukisema tubadili wilaya zetu 130+ ziwe counties itakuwa balaa kubwa. Itabidi tubadili mikoa ndiyo iwe counties.
Since 2013 our 47 counties have gotten on average 38% of collected revenue in the budget that is Kshs 380 billion or $3.8 billion. The lowest county Lamu gets 5 billion a year. They still collect their own local levies in the county. So do the maths in 5 years they had almost $20 billion but do you see the transformation in the counties really as thought. Lastly don’t devolve the workforce. Let the teachers, health workers and civil servants be employed by their respective service commissions at national level. The counties can advertise the various positions with the commission and fill them. That way the county and commission can jointly hire, supervise, promote, demote, suspend or fire staff under a joint service charter. That way you can avoid counties hiring relatives in droves.
