I’m just curious. Is there any section of the constitution that allows the government or a government agency to force a private citizen to work for them?

None, but it has been an unwritten law that you can’t turn down a Presidential appointment. Something about patriotism, greater good bla bla bla…

Nothing. There is the option of seeking audience with the appointing authority and presenting your case.
