They probably mean jobs that do proper accounting such that employees wako kwa system za KRA. Ile job yako ya cyber yenye unalipwa na MPESA doesn't count, much as it is permanent

National and County govt jobs: tishas, Askari polisi, jela na jeshi, doktores, nurses....secretaries ect.
Plus few corporates.

Non politicians wale wako kwa government payroll+ very few in stable private sector.
