9k na data science haziwezi kua kwa sentence moja unless ni currency ingine higher than kes…for you to get a peace of mind you’ll need at least 8gb of ram na probably 500gb hard drive otherwise some of the libraries you’ll encounter kama tensor flow na keras will drive your machine to it’s death ,an additional graphics card will also be good but it’s not a must so hapo ongezea budget kidogo

Been out of the game for awhile siwezi juu machines ziko kwa market but last i checked any i3 or i5 kuanzia 7th gen(kenya 8th gen and above either ziko few ama extremely expensive) plus min 8gb ram would give you a good run. All the best
