The person doing the spending or releasing of monies is Uhuru Kenyatta the leader of govt. NOT Raila.
Uhuru said very clearly that BBI was his personal initiative and legacy to make sure that politicians stop fighting in future.
And he said the same way he approached William in 2013 is the same way he approached Raila in 2017 and that Raila had no interest in govt.
