You can’t stop cattle rustling. It’s a way of life! Kids get motivation from elders who have robbed others! The whole generation chain has benefited or suffered from it. Those who have suffered want to revenge, those who have got something want more! Human greediness is natural! The question is who funded them from the start? If u know how Iran’s Islamic Revolutionary Guard Corps came into existence when Ayatollah came into power, that’s the same script that happened after the failed 1982 coup!
If to you bandits are patriots, you have a serious problem which I have no time to address. It depends on what you understand by organised action. I’m not one of those people who believe in some blind ‘shock and awe’ para-military operation, where you crush a whole people by destroying villages just to create fear. Much of the land there is empty, because the people live in secluded areas, easily seen from the air. It’s not hard to isolate the attackers if technology were to be put to good use, and the political will to put the terror to a stop existed. How hard is it to see a herd of 1000 cows in scant vegetation from a low flying chopper? Those animals and people can’t simply vanish, the thieves can be found.
